The Original Vice President at Large title description as described by the by-laws is: The Vice-President at Large shall contribute to special projects undertaken by the Board of Directors. Vice-President at Large shall be the MSC liaison to the Mundelein Parks and Recreation District, as well as the obtaining of any grants from Federal programs. He or she shall have such powers and discharge such duties as may be assigned to him or her from time to time by the Board.

The second Vice President at Large was molded into the person leading the HS program which is slightly different than the U8 to U14 age groups, and because of Lane’s background at another soccer club’s board brought a lot of expertise to our club and helped us move in a positive direction.

 

The Third Vice President at large was brought in to help in the financial side to help secure donations and grants to help the club’s bottom line and money gaps.

All of the elected positions shall be communicated to all members of MSC and those looking to run for a board position shall let the current board know of his/her intentions and ballots will be made so that elections can take place at the Annual meeting on May 11.

 

Below is the full Board of Directors descriptions as they appear on the MSC Bylaws.

 

Roles and Responsibilities as they are on the by-laws

 

Duties of the Board of Directors

A.   President

The President shall be the principal officer of the Corporation, and, subject to the control of the Board, shall preside at all meetings of the Board as chairperson of the Board.  He or she may sign, with the Secretary or any other officer of the Corporation authorized by the Board, such documents and deeds of the Corporation as necessary or appropriate including, but not limited to, mortgages, bonds, contracts, or other instruments which the Board has authorized to be executed, except in cases where the signing and execution thereof shall be expressly delegated by the Board or by these bylaws to some other officer or agent of the Corporation, or shall be required by law to be otherwise signed or executed, and, in general, shall discharge all duties incident to the office of President and such other duties as may be assigned to him or her by the Board from time to time. The President shall prepare the meeting agenda and preside at all meetings of the Board of Directors and the general membership, but shall only vote to break a tie.  The President shall service ex-officio on all committees.  The President shall be the Chief Executive Officer of MSC. The President shall conduct the affairs of MSC and execute policies established by the Board. The president shall present a report on the state of MSC at the Annual Meeting.

 

B.   Vice President of Operations

            The Vice President shall succeed to the powers of the President in his/her absence.  The Vice President of Operations shall be the chairman of the Discipline Committee, a standing committee of MSC.  The Vice President of Operations shall review the financial records kept by the Treasurer on June 30 and December 31 of each calendar year.  Vice-president of Operations shall be the MSC liaison to the Mundelein Parks and Recreation District. During the absence or disability of the President, the Vice President of Operations shall exercise all of the functions of the President.  He or she shall have such powers and discharge such duties as may be assigned to him or her from time to time by the Board.

 

 

C.   Vice-President of Competitive Soccer

            The Vice-President of Competitive Soccer shall be responsible for working with the Boy’s Administrator and Girl’s Administrator for the administration of the MSC travel soccer program. He shall be responsible for the organization of tryouts and the final team formation.

 

 

D.   Vice-President at Large

            The Vice-President at Large shall contribute to special projects undertaken by the Board of Directors. He or she shall have such powers and discharge such duties as may be assigned to him or her from time to time by the Board.

 

 

E.   Secretary

The Secretary shall:

  1. Be responsible for the keeping of the minutes of the Board and Committee meetings in one or more books provided for that purpose;

  2. See that all notices are duly given in accordance with the provisions of these bylaws or as required by law;

  3. Be custodian of the corporate records; 

  4. Distribute copies of the minutes to all Board member, Officers and other attendees and all members of MSC who shall request copies.;

  5. The Secretary shall issue all receipts/letters acknowledging all gifts and/or donations to MSC.

  6. The Secretary shall monitor and returns call from the MSC voicemail and distribute calls to Board members if necessary, and;

  7. The Secretary shall also notify Directors of their election or appointment.

  8. In general, discharge all duties incident to the office of Secretary and such other duties as from time to time may be assigned to him or her by the President or by the Board

 

F.    Treasurer

The Treasurer shall. 

  1. Monitor the financial books of the Corporation;

  2.  Keep regular books of account and make them available for inspection at all times to the Directors of the Corporation;

  3. Render to the Board from time to time as may be required of him or her, an account of the financial condition of the Corporation; and

  4. In general, discharge all duties incident to the office of Treasurer, and such other duties as may be assigned to him or her by the President or by the Board.

  5. Have charge of all monies of MSC and shall keep detailed accounts of the income and expenditures of MSC

  6. The Treasurer shall prepare an annual budget.

  7. The Treasurer shall submit cash flow and balance sheets of MSC on a monthly basis within thirty (30) days after the month end. 

  8. The Treasurer shall submit the financial records to the Vice President for review on June 30 and December 31 of each calendar year. 

  9. The Treasurer, and any other individuals designated by the Board, shall sign checks of MSC.

 

OFFICERS

 

A.   Officers

The officers of the Corporation shall consist of a Coaching & Technical Training Administrator, Equipment and Uniform Administrator, Girls Administrator, Boys Administrator, Safety Administrator and Referee Administrator, Registrar, Field Administrator, Scheduling and Special Events Administrator each of whom shall be elected for a term of three years by the Board at its annual meeting.  Such other officers and assistant officers as may be deemed necessary may be elected or appointed by the Board.  The same person may hold any two (2) or more offices, except that the same person may not hold the offices of President or Secretary concurrently.

 

B.           Registrar

 The Registrar shall also act as the coordinator with team managers in the registration of players and participating adults with MSC and with the rostering of players to their respective teams and shall maintain appropriate records pertaining hereto. Also, the registrar will be someone that can keep track of player payments besides registering players at registration.

 

C.           Coaching and Technical Training Administrator

The Coaching and Technical Training Administrator shall assist the President in the provision of coaching for MSC.  The Coaching and Technical Training Administrator will ensure that coaches are provided for each team, which MSC desires to field during the following seasonal year.  If professional technical training, including goalkeeper training is desired for any team, the Coaching and Technical Training Administrator will coordinate the arrangement of such training. The Coaching and Technical Training Administrator shall also organize and manage the MSC Summer Soccer Camp. The Coaching and Technical Training Administrator will concentrate on ways to upgrade the proficiency of MSC coaches and other area soccer organizations through licensing programs and other means.  The Coaching and Technical Training Administrator shall be a liaison between MSC and other area soccer organizations.  The Coaching and Technical Training Administrator shall be Chairman of the Coaches Committee, a standing committee of MSC.

D.            Equipment and Uniforms Administrator

The Equipment and Uniform Administrator shall assist the President in meeting the logistical needs of MSC.  The Equipment and Uniform Administrator will be responsible for procuring and distributing all uniforms, and any equipment, required for teams affiliated with MSC.

E.           Girls Administrator

The Girls Administrator shall assist the President in administering the girl’s soccer program with MSC.  The Girls Administrator will represent MSC at all Illinois Women's Soccer League (IWSL) meetings to ensure proper coordination for the girls teams affiliated with MSC.

F.            Boys Administrator

The Boys Administrator shall assist the President in administering the boy’s soccer program with MSC.  The Boys Administrator will represent MSC at all NISL (Northern Illinois Soccer League) and YSSL (Young Sportsmen Soccer League) meetings to ensure proper coordination for the boy's teams affiliated with MSC.

G.           Referee Administrator

The Referee Administrator shall assist the President in administering the assignment of referees and linesmen for all MSC games.  In addition, the Referee Assignor will be responsible for ensure MSC has sufficient certified referees to support the number of teams in MSC through clinics and other referee training.

H.           Safety Administrator

The Safety Administrator shall oversee and maintain the records of background investigation checks for all Board members, coaches, assistant coaches and trainers. In addition, the Safety Administrator shall distribute and collect player accident injury reports.

I.      Field Administrator

The Field Administrator shall provide for sufficient and adequate fields for practice and match fields and any and all field equipment. The Field Administrator shall provide for the maintenance of match fields and any equipment.

J.    Scheduling and Special Events Administrator

The Scheduling and Special Events Administrator shall be responsible for the compiling the scheduling assignments for match day field maintenance including: field lining, field set-up, field take-down and trash removal. The Scheduling and Special Events Administrator shall also be responsible for the organization and coordination of special events and activities that promote the good of soccer.

K.   Assistant Treasurers and Assistant Secretaries 

If required by the Board of Directors, the assistant Treasurers shall give bonds for the faithful discharge of their duties in such sums and with such sureties as the Board of Directors shall determine.  The assistant Treasurers and assistant secretaries, in general, shall perform such duties as shall be assigned to them by the Treasurer or the secretary or by the President.
